Responding to the SNP Manifesto published, Dr Peter Terry, chairman of the BMA in Scotland, said:
“The SNP has set some challenging waiting times targets for the NHS. Their proposals outline a new approach where patients would be given individual waiting time guarantees. The BMA believes that the success of this approach would be dependent on the involvement of the medical profession in developing the scope of the targets so that they are based on clinical need.
“We support the party’s commitment to improve public health and many of their proposals for this area are in tune with priorities identified by our own members.
“However, we disagree that elections to health boards will improve local engagement in decision making. Difficult decisions about the health service need to be made and it is inevitable that they will fail to receive unanimous support. Running costly elections would take money away from frontline NHS services and in our view, would not resolve the current public unrest.”
Doctors also welcomed a pledge to train more generalists to provide local health care. However, they were critical of plans to introduce ‘life begins’ health checks for all adults aged 40. Dr Stuart Scott, joint deputy chairman of the BMA’s Scottish General Practitioners Committee, said:
“There is little evidence to suggest that these general health checks will actually improve the health of patients. GPs already provide comprehensive care to patients with chronic illness, creating individual care plans to help manage their conditions. Taking GPs away from this important work to do these general health checks would be a terrible waste of resources.
“We would much rather see more effort put into targeting particular groups of adults, such as men living in deprived or disadvantaged communities, who are reluctant to go to their doctor and are at increased risk of developing chronic disease.”
