The report found that premium growth for the federal program has slowed from 12.9% in 2002 to 1.8% in 2007. The report also found that prescription drug costs and projected increases in cost and utilization of health care services contributed to most of the average premium growth from 2000 through 2007 (GAO, “Federal Employees Health Benefits Program: Premium Growth Has Recently Slowed, and Varies Among Participating Plans,” 12/22/06).
