Colorado Gov.-Elect Ritter Will Try To Restore State Funding To Planned Parenthood Affiliate

Colorado governor-elect Bill Ritter (D) on Wednesday said he will attempt to restore state funding to Planned Parenthood of the Rocky Mountains‘ family planning and teen pregnancy prevention programs, the AP/Denver Daily News reports (Paulson, AP/Denver Daily News, 12/6). The Colorado Department of Public Health and Environment in 2001 announced it would cut all state funding to PPRM after an independent audit determined that the organization was charging rent prices to the financially separate PPRM Services that were lower than market value and constituted an improper subsidy of the latter group’s abortion services. PPRM stopped providing abortion services after the passage of a 1999 state law that prohibits the use of state funding for abortions. The organization currently provides only screening, contraceptive services, prenatal care and other family planning services, and abortion services were spun off into PPRM Services. Ritter has said he believes PPRM was properly using the funding for services such as sex-education programs (Kaiser Daily Women’s Health Policy Report, 2/24). Ritter on Wednesday said PPRM must ensure that money it uses for abortion services is kept separate (AP/Denver Daily News, 12/6).
